This book sets forth a FOUR POINT PROGRAM aimed at rebuilding America from THE BOTTOM UP. It self-funds a way to rebuild our roads and bridges, and grows new blue-collar manufacturing jobs in all parts of America. It will provide up to $1.06 trillion dollars over the next 10 years to rebuild our dilapidated bridges and highways, and will also provide over $2.12 trillion dollars over the next 10 years to invest in New Marshall Plan projects aimed at growing new jobs and housing in each of our 435 US House Congressional Districts (this will amount to $487 million per year, per District for the next 10 years). It gives each American motorist a tax credit of up to $3.00 per gallon x 500 gallons of gasoline per year as a way to jump start the economy. It allows us to become 100% energy independent and to sell new hydrogen energy exports to the Chinese at a price point cheaper than their cost to burn coal. It describes a NEW ENERGY POLICY whereby we use all of our natural resources (bio-mass, coal, geo-thermal, natural gas, nuclear, petroleum, solar, and wind) to make hydrogen. We now have the capability of launching the AGE OF HYDROGEN. The revenues produced by the Plan will provide sufficient investment capital for us to produce HYDROGEN as a new fuel source, which we will be able to export in liquid, gaseous or solid form. We will be able to produce HYDROGEN on a zero-emission, zero-pollution basis. We can achieve this goal if we adopt a new standard for environmental compliance, termed the NEW CONSERVATION UNIT. This mandatory standard will be the most stringent in the world. This standard, coupled with the funding and tax credits needed to ensure compliance with that standard, will mean that we will be able to transition over the next decade toward a hydrogen-based economy. This will permit us to reduce or eliminate most urban air pollution in our country and in the countries of our major trading partners. It will also mean that we will be able to sell a new and environmentally-safe and affordable product that even the poorest citizens of the world can afford to purchase and consume. It will allow our country to regain full control over our energy future and to allow us to provide low-cost energy including electricity to all parts of the world. The potential for our new hydrogen product is limitless. It will for example allow us to provide ample affordable electricity to power desalination plants in the most economically-depressed areas of the world. The Plan will allow us to regain a robust economy and become, for the first time since 1975, a MAJOR NET ENERGY EXPORTER, with a positive balance of trade whereby the value of our exportsexceeds that of our imports. This economic turn-around will mean that all Americans, of all colors, ethnicities, genders, nationalities, and religious preferences or affiliations will be able to improve their standard of living.
